Extending paving and street improvements to Market Place

Extending the Castle Street improvements to Market Place has featured in recent meeting. We are expressing our views to both RBVC and LCC who will be responsible for funding and execution.
We are hopeful the works will start early in 2025.
LCC are expected to take on board learnings from the Cstle Street work.
Historic Wells

The TT wants to the historic medieval wells cared for and maintained and made a feature of the town. There are 3 wells but 2 do not have clear ownership. The TT will be providing practical support top resolve these longstanding issues. Irrespective of the ownership debate, the TT has applied for a grant to promote and look after these wells. Active Travel

The Active Travel movement promotes the use of physically engaging modes of transportation—such as walking, cycling, and wheeling—to enhance public health, reduce environmental impact, and improve urban livability. By encouraging these forms of travel, the movement aims to decrease reliance on motorised vehicles, thereby reducing traffic congestion, air pollution, and greenhouse gas emissions.
Castle Grounds

The Castle Grounds are a major asset for Clitheroe and there are many potential ways to improve their use. RVBC have plans to spend considerable sums of money in 2025 to make exciting improvements to this valuable asset. See Here
Clitheroe Hellifield Rail Link

Ribble Valley Borough Council (RVBC) previously submitted a proposal to the central government advocating for the reopening of the Clitheroe to Hellifield rail line. Although the initial bid was unsuccessful, the Clitheroe Town Team (TT) recognizes the substantial benefits such a link would provide, including increased tourism and a direct connection to Preston, thereby reducing car journeys and enhancing convenience for residents. The TT is committed to supporting future initiatives aimed at reviving this plan and eagerly anticipates the next steps in this endeavor.
Cleaning and repair of road signs

During a town walk, the Clitheroe Town Team (TT) observed that many signs are in poor condition, creating a negative impression for visitors. Although Lancashire County Council (LCC) is technically responsible for sign maintenance, there is little prospect of the signs being cleaned. The TT has explored alternative solutions with the Town Council, but no effective resolution has been found. Dave Heaton from the TT conducted a comprehensive survey and submitted it to Ribble Valley Borough Council (RVBC) to address these concerns with LCC.
For residents wishing to report issues such as damaged signs, LCC provides the ‘Love Clean Streets’ mobile app, which allows users to report problems directly.
Activities for Young People

The TT is concerned that any investment in the town considers the interest of young people. With so many new families moving to Clitheroe the TT is aware that young people need safe spaces to meet and congregate and interesting things to do. The input from the SixthForm representative is very valuable in framing our thinking.
Development of the Market

Clitheroe Market stands as a central feature of our town, yet past redevelopment proposals have struggled to gain unanimous support from traders, the Ribble Valley Borough Council (RVBC), and the public, often due to funding challenges. A notable example is the ambitious £8 million scheme unveiled in 2015, which included plans for a 60-room hotel, retail spaces, and a revamped market area. Despite its potential, the project faced significant opposition and was eventually shelved.
Currently, there is a project to improve some of the paving in the marketplace. While this is a positive step, it is relatively small in scope compared to the comprehensive redevelopment needed to transform Clitheroe Market into a vibrant destination.
To achieve this vision, we encourage creative thinking and collaborative efforts among all stakeholders. By drawing inspiration from successful market revitalization case studies across the UK, we can develop a plan that not only attracts visitors but also encourages local residents to purchase produce from the marketplace. The Clitheroe Town Team is committed to facilitating discussions and exploring innovative solutions to ensure the market becomes a thriving hub of community and commerce.
